INTRODUCTION
We provided strategic advisory support for the integration and upgrade of a long-range, over-the-horizon surveillance capability, supporting enhanced situational awareness and joint force decision-making.
Our role focused on strengthening capability integration, procurement strategy, and through-life performance, ensuring alignment between operational requirements, delivery models, and long-term sustainment
objectives.
BACKGROUND
The programme centred on a national-level surveillance and early warning system, delivering persistent wide-area detection and contributing to joint command-and-control and battlespace awareness.
Ongoing modernisation required careful balancing of technical enhancement, sustainment efficiency, and procurement reform, within a highly regulated and mission-critical defence environment.
OUR APPROACH
We applied a structured, outcomes-focused advisory approach to enhance programme effectiveness and long-term value.
Key elements of our contribution included:
- Integration & Upgrade Advisory: Providing technical and programmatic insight to support system enhancement, operational resilience, and integration with broader joint architectures.
- Performance-Based Contracting: Developing and refining procurement and sustainment models to incentivise long-term performance, availability, and innovation.
- Strategic Alignment Advisory: Ensuring capability development aligned with joint force objectives, interoperability requirements, and sovereign capability considerations.
OUTCOMES AND IMPACT
The advisory support contributed to measurable improvements in system integration, detection performance, and resilience, strengthening the effectiveness of the overall surveillance capability.
Revised procurement and sustainment models improved value-for-money, long-term availability, and delivery confidence, ensuring continued alignment between defence investment, operational needs, and national
security priorities.
