Driving Strategic Alignment and Industry Participation for an Integrated Air & Missile Defence Programme

INTRODUCTION

As part of a major integrated air and missile defence capability programme, supporting joint battle management and command-and-control outcomes, we provided expert advisory support across tender evaluation and industryparticipation planning.

Our objective was to ensure strategic alignment with operational requirements, while strengthening local industry participation, workforce development, and long-term sovereign capability outcomes.

BACKGROUND

The programme focused on delivering an advanced Command and Control (C2) environment, integrating sensors, networks, effectors, and decision-support systems to enable multi-domain air defence operations.

The acquisition context required rigorous, defensible evaluation methodologies and a structured approach to industry participation, ensuring compliance with procurement policy while maximising national capability outcomes.

OUR APPROACH

We delivered independent and structured evaluation support, applying best-practice assessment frameworks to ensure objectivity, compliance, and alignment with evaluation criteria. Our work enabled the development of a credible and executable industry participation strategy, balancing delivery assurance with long-term capability uplift.

Key elements of our contribution included:

  • Developing tailored evaluation frameworks to assess capability fit, risk, and compliance across complex system-of-systems proposals.
  • Advising on industry participation commitments to maximise local enterprise involvement and workforce development.
  • Aligning programme outcomes with sovereign capability and industrial development priorities, ensuring coherence between acquisition decisions and long-term national objectives

OUTCOMES AND IMPACT

The work strengthened overall programme credibility and delivery confidence, supporting a well-governed, competitive submission aligned with operational and industrial priorities.

The resulting approach demonstrated clear benefits across capability integration, workforce development, and sustainable industry participation, reinforcing alignment between defence investment and sovereign capability objectives.
